Ronald W. Moscicki

Ronald Moscicki is the Superintendent of Lakeview Shock Incarceration Correctional Facility and Supervising Superintendent for the Shock Incarceration Program for the State of New York. From 2004-2007, he was also responsible for supervision of the largest HUB in the Department, ensuring consistency of operations and administration of 11 correctional facilities. Along with Dr. Cheryl Clark, Supt. Moscicki was one of the lead developers of the Shock Incarceration Program, which has been recognized as the most successful program of its type in the world, since its inception in 1987.

Superintendent Moscicki began his career as a corrections officer at Attica Correctional Facility in 1972. He worked his way up through the supervisor ranks, was in charge of discipline at Attica and commanded the Corrections Emergency Response Team (C.E.R.T.) at that facility.

Superintendent Moscicki is a nationally recognized expert on Shock Incarceration. He served on the task force which designed Shock Incarceration in NY. He was appointed the first Captain for Shock incarceration at the Monterey facility and directed the first training program for staff working in Shock. He was promoted to Superintendent at Monterey within a year of opening.

He was next promoted to Superintendent at Lakeview Shock Incarceration Correctional Facility in August 1989. In his current role, Superintendent Moscicki is responsible for the development and management of Lakeview SICF, which has a total capacity of 1,312 inmates. Lakeview serves as the central screening and staging facility for all Shock Incarceration Correctional Facilities in New York State. Lakeview includes a 200-bed medium security unit for screening and orientation of the Shock Incarceration program statewide; a 540-bed Shock program for male offenders and a 120-bed program for women; a 200-bed double-celled maximum security disciplinary unit; and a 250-bed medium security correctional facility for general population inmates. Lakeview is the largest facility of its type in the nation.

As Supervising Superintendent for Shock Incarceration, his duties also include supervision of all other Shock facilities and he has trained more than 4,000 staff working in Shock Incarceration facilities statewide.

Shock has grown from one facility at Montery to 4 facilities state-wide. It provides an equal emphasis on discipline, treatment and life skills education. With a foundation in both military and therapeutic community models, Shock is based in social control theory, and is focused on teaching inmates life skills to help them be successful in society.

As of July 2010, the program had saved the State of New York more than $1.377 billion dollars by releasing more than 41,811 inmates earlier than their court-mandated minimum. Recidivism rates show that offenders who graduate from Shock are significantly more successful in their first three years post-release than comparison groups or similarly situated inmates.

Superintendent Moscicki has continued to be recognized for his outstanding contributions to the program and consults with state and local criminal justice agencies in correctional facility operations. He is an expert in crisis intervention and emergency response systems and is valued as a keynote speaker for his superb training and platform skills. He received the Governor’s Management Confidential Special Achievement Award in 1990.
